However, the main challenge is increasingly the ability of existing grid infrastructure to safely accommodate the electricity generated by new projects.

This is a global challenge. According to the International Energy Agency (IEA), more than 2,500 GW of projects — including power plants, energy storage systems and large electricity consumers — are awaiting grid connection worldwide, while grid development is progressing far more slowly than the expansion of generation capacity.
As grid modernisation and digitalisation become strategic priorities across Europe to support the energy transition, the challenge is increasingly one of timing. Designing, permitting and building a new power line or substation can take years, while a photovoltaic project can typically be developed and commissioned within just one to two years.
Against this backdrop, a practical question arises: must a viable project wait until all the necessary grid upgrades are completed, or can it be safely integrated while the network is still operating under capacity constraints? The answer lies in ALO, an automated operational curtailment solution.

What is ALO?

ALO (Automatizare pentru Limitare Operațională – Operational Curtailment Automation) is a solution that enables power plants to connect to and operate safely within areas of the electricity grid where capacity is constrained.
Based on the conditions established in the power system study and the Technical Grid Connection Approval (ATR), the automation system monitors grid operating conditions and automatically applies the required power limitations under predefined scenarios, including N-1 contingencies.
This allows projects to be commissioned before major grid reinforcement works are completed, without compromising the safety and reliability of Romania’s National Power System.

Adrem’s ALO Solution

As more renewable energy projects are connected to the grid, implementing ALO is becoming increasingly necessary to enable grid connections. In response to this growing need, Adrem has developed a comprehensive ALO solution designed to meet the requirements of all transmission and distribution system operators.

From a technical perspective, Adrem’s solution uses a central programmable logic controller (PLC) that executes the operational curtailment logic. The system collects real-time information on grid conditions through dedicated monitoring and communication equipment installed in the substations identified in the power system study and the Technical Grid Connection Approval (ATR).

The solution is integrated with the SCADA systems of grid operators and uses a redundant communications architecture to ensure high availability of data exchange and command transmission, as well as cybersecurity across the entire system.

The automation system automatically identifies the operating scenarios covered by the N-1 criterion and immediately applies the operational limitations established in the ATR, ensuring that the grid continues to operate safely. By doing so, ALO enables projects to connect to the grid before the completion of major infrastructure reinforcement investments, without compromising the safety of the National Power System.

Case Study: Nanov Solar Park — 26.002 MWp Installed Capacity, 21.45 MW Inverter Capacity

For the Nanov Solar Park, owned by Alive Capital at the time the works were carried out, with an installed capacity of 26.002 MWp, the power system study conducted as part of the Technical Grid Connection Approval process identified a significant constraint.
Under certain operating scenarios assessed according to the N-1 criterion, the grid could not safely accommodate the electricity generated by the plant. As a result, the project could not inject electricity into the National Power System without reconductoring certain power lines.

To enable the grid connection, our teams approached the project through two complementary workstreams, each addressing a different requirement identified in the power system study.

The first involved implementing Operational Curtailment Automation (ALO) across 14 electrical substations belonging to distribution and transmission system operators. This included integrating automation and communication equipment to enable real-time monitoring of grid configuration and the automatic application of the power limitations specified in the ATR.

The second involved replacing the existing 10 MVA transformer at the Alexandria 110/20 kV substation with a 25 MVA unit, increasing the available grid connection capacity.
The ALO solution and the grid reinforcement works required to address N-1 contingencies can be compared both technically and in terms of investment.
According to the technical grid connection documentation, which presents these figures as cost estimates, the ALO implementation — covering 14 electrical substations and integration with the transmission system operator and a neighbouring power producer — required an estimated investment of several hundred thousand Romanian lei, with an implementation period of approximately one year.

By comparison, the grid reinforcement works needed to eliminate the constraints identified under the N-1 scenarios would have required the reconductoring of nearly 82 km of upstream 110 kV power lines, with an execution period of at least five years and significantly higher costs.

The ALO system was implemented in one year, at approximately one-fiftieth of the estimated cost of reconductoring — just 2% of the total investment that would have been required.
In practical terms, where conventional grid reinforcement would have meant years of waiting and a substantially larger investment, automation enabled the same power plant to become operational much sooner and at a fraction of the cost, without compromising grid safety.

ALO further strengthens Adrem’s portfolio of energy infrastructure automation solutions, building on more than 25 years of experience in developing and implementing automation, SCADA, and control systems for electricity and natural gas transmission and distribution operators.
By bringing together automation equipment, industrial communications, and command and control systems into a fully integrated solution, we enable renewable energy developers and grid operators to meet the technical requirements set out in their Technical Grid Connection Approvals and accelerate the commissioning of new generation capacity.

In a constantly evolving energy sector, we continue to invest in developing solutions that address emerging market needs and support the integration of new generation capacity into a safe, flexible, and digitalised energy infrastructure.

The renewable energy sector in Romania is growing rapidly, driven by the EU’s decarbonisation targets and the country’s significant solar and wind potential.
